While using the Brush tool, hold Shift to only paint unclaimed ZIP codes. Areas already assigned to a district will be skipped.
Ctrl modifiers

Hold Ctrl and hover over a district to highlight it. Ctrl+click focuses it in the States tab. Holding Shift during any selection tool — not just the brush — will skip ZIP codes already claimed by a district.
